If you need a power that isn't in the listing it is fairly simple to create it as long as you have access to Jason Dour's Heroic Abilities. All powers must be leveled, some abilities in HA are not leveled, a limiter must be applied so that there is some reason to increase in level. Spider climb is an example of such a power. In HA it's an all or nothing power, in FIPS a limiter was applied so that the strength of the hold increases by level.
Simple Powers
First build the power under Heroic Abilities at it's minimum power level of effect. 1D6 of effect the smallest increment of KD etc. Keep the cost of the power separate from any adders or limiters. The base cost of the power is equal to the cost of the power in PP multiplied by 5. Add the sum of the adders and limiters to this base cost to get the level cost of the powers.
Example - Claws
Built under HA claws would be a hand attack blast with the killing adder. 1 DC of hand attack blast costs 1 PP which creates a base cost of 5. The killing adder is worth +2, which brings the final level cost to 7.
Compound Powers
Some of the FIPS powers are made up of more than one HA power. Add up all the base power costs minus one for each additional power. For example if there is a FIPS power made up 3 HA powers each of which have a base cost the FIPS power would have a base cost of 12.
Add to that base cost the the sum of adders and limiters for the power with the highest such sum. For example if the above HA powers had modify sums of 2, -3 and 4 you'd add 4 to base cost for a level cost of 16.
Example - Air Control
Air control is a much more complicated power than claws. This power is made up of two powers: flight and attack blast. Both flight and attack blast have a base cost cost of 1 PP each, so air control's base cost ends up being 9.
Flight has the usable on others advantage which a +4 adder. The attack blast can be used in a number of ways. In the first way the power has increased knock-back, a +3 adder. The second method has the area of effect radius and selective adders giving a +5 total. The final attack method has area of effect radius, selective and killing bringing the total to +7
Summon
I never understood the summon power as presented in HA so I took a short cut. For a base level cost of 15 the character can summon a creature whose average stat is equal to the level of the power who has a neutral outlook toward the summoner. The creature will appear instantly but wont be able to act until next phase.
This creature will stay around for the standard duration (normally 1 phase per level). For a +1 Level Cost the duration is shifted down the time chart (see adjustment effects or any fuzion book). The character can also add an additional +1 level cost for +1 to the stat pool, this is not the stat average, but the total points available to assign stats. If the creature has powers the level cost is increased by 1.
Lastly for a +2 level cost per reaction level the character can make the creature more friendly, conversely fro a -2 level cost per reaction level the summoned creature can be less friendly. See below table for reaction levels.

Example - Animate Zombie
Animate zombie is a summon so it starts with a level cost of 15. The creature worships the summoner costing a +6 level cost. Since the zombie as powers there is a +1 level cost. Finally the power has a -2 level cost because it requires a dead body to animate. Adding up all those costs the animate zombie power ends up with a level cost of 20.
Mental Power adder
Mental Power is a +4 adder in HA. Many powers in FIPS go against MD or SpD instead of Def. I consider this a +2 adder because according to my assumptions everybody has some MD and SpD. So the Mental Power or its counterpart Spiritual Power are +2 adders.
Telekenesis
TK has a base level cost of 10 not 15.
