Governmental Organizations Created to Deal with Symbs

Since 2007, there have been a number of Governmental groups created or given responsibilities that are directlyrelated to symbiotes.

Symbiote Health Service

The Symbiote Health Service is part of the Department of Health and Human Services. Under the current administrationit is run by Dr. Jonathan Dupre. The SHS is headquartered on Parklawn drive in Rockville, MD. The SHS maintainsnine regional centers and ~900 local offices and service centers. The SHS employs about 6,000 government workersand another 3,000 contractors.

The SHS mandate requires the SHS to perform four services: It is required to work with the FBI and maintaina database of all hosts (current address, employment, mental health, etc.). This database is populated by informationgained by the Symbiote Registration Act of 2008. The database is supplemented by anyone arrested or detained, andfound to carry an unregistered symbiote. Being bound to a symbiote without registering with the SHS carries penaltyof up to three years in jail. A sentence longer than 60 days and a fine without there being some other crime committedis rare. According to federal law SHS is required to extract a symbiote sample annually. This is accomplished bytaking a sufficient quantity of blood. The samples are tagged, cataloged, and analyzed. Any changes are reportedto the FBI and may result in an audit. Federal law also requires that the host come in semi-annually for a mentalhealth evaluation. The fourth service is the only one that provides services to the host, it was a concession tothe liberals. The SHS runs a small understaffed, under funded division to provide social services to hosts. Technicallythese are supposed to include everything from job searches, training, and legal help but the reality of this underfunded department is that it may be able to find a minimum wage job, and refer you to a lawyer but that’s aboutit.

Symbiote Crimes Division

The Symbiote Crimes Division, headed by Assistant Director Lowell Walters, employs about 1000 symbiotes. Thereare four five man beta combat teams based out of each of the five major SCD offices; Quantico, New York, Los Angeles,Chicago, and Houston. Each of the 56 field offices have between five and ten beta or gamma agents in charge ofinvestigating violations of the symbiotes statutes, or a violent symbiote in violation of any other federal law.The remaining symbiotes, usually of higher generation, are scattered among the resident agencies.

The SCD is often called upon to assist local law enforcement with incarnates or low generation hosts actingin a disruptive or illegal way. The SCD is also responsible for maintaining a central database of symbiotes. Thedatabase has access to full criminal records, DNA sequence and information supplied by SHS.

For serious problems, a beta combat team can be anywhere in the country inside of four hours. The combat teamsprimary duty is one of emergency response. At each location the teams spend six out of every twenty-four hourson call ready to respond to a threat at a moments notice. Primary investigation of symbiote related crimes arecarried out by SCD personnel in each field office. The SCD has access to some of the most sophisticated evidenceanalysis specialists in the world, as well as the some of the finest investigative training available to law enforcementagents. The Resident Agencies fill in the gap providing support to local law enforcement. They act as a primaryrecon of a situation, identifying the threat and necessary response to the field office.

The SCD are highly overworked and they have one of the highest attrition rates in the FBI. The training of aSCD agent usually begins with a veteran agent, then adds another highly directed course of combat and forensics.If they pass the evaluation course they are bonded to a symbiote and given a six month training course. The SCDwill of course accept anyone who can pass security clearance, and FBI training who brings their own symbiote tothe table.

Division of Special Prisons

The Division of Special Prisons, a sub-agency of the Bureau of Prisons, operates the three Federal SymbiotePrisons (FSP). The facilities were built as adjacent prisons to existing high security facilities. Currently DSPruns FSP Lewisburg located in PA, FSP Beaumont located in TX, and FSP Lompoc located in CA. These prisons weredesigned from scratch with the idea of holding a symbiote, even a trained one. No fewer than six beta guards areon premises at all times. The prison population is controlled by sedation, and the most advanced restraint systemin the world. Incarnates, violent betas, and flux symbiotes are kept in perpetual stasis. There is no insane asylumthat can effectively hold an incarnate or other violently insane beta, they are sentenced to perpetual deep sleepunless a research break through, or legal reality changes their situation.

DSP guards are all symbiotes themselves, and have gone through the FBI (or SRTLabs) training program. DSP isrun by director Josua Pratt, and employs ~1000 people.

Special Forces Symb Command (SFSCOM)

SFSCOM is a special section operating under Special Operations Command (SOPCOM). SOPCOM is a unified commandanswerable to the secretary of defense and the chairman of the joint chiefs of staff. SOPCOM is responsible forplanning, coordinating, and implementing missions involving special forces of the U.S. Military. SOPCOM deals withAirborne Rangers, Green Berets, SEALs, etc. SFSCOM does the same thing but their area of responsibility only coversspecial operation where symbiote bonded special forces are involved.

SFSCOM operates out of Ft. MacDill in Tampa Florida, but has people distributed all over the world. Ft. Bragghas been upgraded with facilities to deal with Symbiote training and exercises. SFSCOM works heavily with SRTLABfor the purposes of training and evaluation.

Symbiote Research and Training Lab (SRTLAB)

SRTLAB is organizationally under DARPA, it’s main facility is located in the expanded Ft. Detrick. SRTLAB alsomaintains permanent facilities at Ft. Bragg, Quantico, the NTC at Ft. Irwin, CA, and the NSF science station inAtlanta, GA. SRTLAB has two operational mandates: research and training. Research is almost exclusively undertakenat the Ft. Detrick and Atlanta facilities and is mostly classified. The training mandate is carried out at threetraining facilities (Ft. Bragg, Quantico, and Ft. Irwin). SRTLAB is run by Gen. John Vincent (one star) and thenumber of people who work for SRTLAB is classified but is estimated to be about 250.

SRTLAB is considered the premiere symbiote research lab in the country. All of the original scientists who originallyworked on the project still work for SRTLAB. Most major discoveries have their origins in a SRTLAB research facility.Major research areas are in limitations of aspect, maximum output, incarnate nature and rehabilitation, usage ofzeta symbiotes, training techniques, atomic structure differentiation between beta and gamma symbiotes, energyabsorption mechanisms, etc.

The training facilities are usually fortified structures that allow trainees to exercise their abilities. Theyare normally staffed by veteran symbiotes with a decent mastery of their primary aspect. These training facilitiesmake use of firing ranges and mortar ranges for training and testing exercises. More and more military and lawenforcement symbiote training programs spend some time at one of these facilities.

Intel

No specific name of this organization is given because none is known to exist, more to the point it isn’t evenknown if the organization exists. Section 7, Aegis, Capes, X, and Sirus are among the most common suspected namesof supposed organizations. These organizations are supposed to be deep cover black ops teams made up entirely ofsymbiotes. These teams are supposed to be made up entirely of betas, some even suggest that either SRTLAB has reproducedalphas, or other canisters have been recovered. There are rumors suggesting that these groups are run by the CIA,NSA, FBI, DIA, Secret Service, and even more esoteric organizations, a cooperative effort of multiple organizationsor an illumanatiesque organization controlling them all. These are Internet rumors, there is no hard evidence supportingthe existence of these organizations, no U.S. or foreign government has confirmed or even suggested the existenceof these groups, however the persistence of the rumors make them just like facts.

Pro Symb NGOs (sample)

These are non-governmental organizations that have been founded or adapted since symbiotes became more common.

• Church of the Joining - Heretical faith that teaches that the symb is the physical essence of the glory of God. Theye believe that through the bonding, a symbolic and physical joining of heaven and earth, the symbiote allows the mundane to contact the celestial. They have “incontrovertible evidence” of holy visions and other religious experiences that they believe corroborates their belief. The church was founded in 2008 by Father Andrew Keagan. Father Keagan had done significant research on symbiotes and managed to gain access to a delta in 2008. He immediately formed the new order. After several angry exchanges occurred between the fledgeling sect and the Pope over issues of religious doctrine. Finally in 2013 it all came to a head and the Pope declared the whole faith heretical, and excommunicated Father Keagan. Father Keagan in response declared the Church of the Joining a seperate faith not under the Pope’s perview.
• Arcadia Foundation - Organization funded by the Osod Nazier Society and DOD grants to seek further evidence and artifacts of the same era as the symbiotes/Sphinx chamber.
• Knights of the Symb - Most of the traditional men’s lodges won’t allow symbiote bonded members (Freemasons are a notable exception). The KotS is made up of expelled members of various lodges and orders, and just as often fathers who are upset about not being able to bring sons into the lodge. Technically they are a split with the Knights of Columbus, but their membership came from such an eclectic collection of other groups they retain no claim of their original ancestry.
• Children of the Ancient Astronaut - Organization suggesting that the symbiotes prove the ancient astronaut theories. While there are a lot of lost and confused Children, usually bonded to deltas, claiming to have reclaimed the soul (symbiote) of Osiris, there is also a fairly decent research department. A lot of the most accurate information about the original state of the canisters and Gaza can be found in CAA libraries, the difficult part is weeding through the deluded fantasies and finding the real stuff. This group is really a confederate order. It is made up of hundreds of groups, each with their own beliefs and feel. Some of them are little more than cults, others are fully develops world theories, religious and systems of logic and belief in their own rights.
• Symbiotes Anonymous - 12 step program and support group to deal with the trials of being an outcast and the de-humanizing effect of the power granted by the symbiote. Some feel the SA is judgmental against symbiotes and hosts and really should be considered an anti-symb groups. The general atmosphere of this organization is that having the symb has hurt the host’s life in a way that needs to be coped with.
• Symbiote Civil Liberties Advocates - A coalition of lawyers lobbying and working to protect the civil rights of hosts. They are also trying to have the Symbiote Control Act of 2008 repealed as well as the various “while bonded” laws (Misdemeanor while bonded to a symbiote, Felony while bonded to a symbiote, etc.) which increase penalties if the perpetrator is bonded to a symbiote.
• Osod Nazier Society - A think tank concerning itself with societal issues and how the introduction of symbiotes will and has changed how people behave and society functions. This group was formed in 2010 by the original research scientists and some of the first hosts. The original founders were involved before the military started seriously using the symbiotes; the 2001-2006 era of research.
• Biotics Inc. - Primary contractor working for SRTLAB on analyzing symbiotes and their behaviors.

Anti Symb NGOs (sample)

• Churches (by congregation) - Certain congregations of various faiths have taken to the idea that the symbiotes are signs of the apocalypse or at least Satan’s agents or Satan’s temptation. There is a second less vehement group that believe the symbiotess represent a hubris not unlike the tower of Babel. The Vatican has declared that symbiotes are demonic agents and should be shuned less the soul be forfitted.
• Knights of Columbus, Daughters of the American Revolution - The extremely old conservative social groups feel the symbiotes violate their traditions of respect and venerability and most have standing policies expelling anyone found to be a symbiote.
• Neo-Nazis, Society for Human Purity, KKK - Most broad based hate organizations had no problem adding symbiotes to their list.
• Americans for Justice Foundation - A PAC attempting to get more restrictive laws past with regard to symbs. Harsher punishments for symbiote related crimes, etc.
• Unions - Certain unions want to ensure that the enhanced capability of a symbiote doesn’t reduce either the number of employed members, or that the employed members aren’t supplanted by Symbiotes.
